Phil Lozano is an experienced and trusted leader with over 30 years of experience in Public Administration. He is one of those very few people who are blessed to be doing exactly what they are passionate about. Phil’s career has been built upon his desire to serve, his love of family, community, and the greater good of society. He hasn’t just had “a career”, he has had a mission. A mission to ensure that any community he serves from the family level all the way up to city, state, and federal levels realizes the maximum benefits from the departments he manages, companies he has consulted to, and municipalities that have availed themselves of his services.
Phil’s career is filled with stories of accomplishments born of his knowledge of “why” something needs to be done rather than the simple fact of the task at hand. “Always remember who we serve” is a mantra you will hear Phil advocate. “Ultimately, in serving our communities well, we serve ourselves well. It is in the desire to serve the community that we will find the solution to every problem.”
Phil’s passion for parks and community services is born of his experiences as a child. “The park” was a place where he could find recreation, friends, learn new skills, and begin to grow as a man. Playing basketball, meeting new friends, and feeling free to enjoy life were all represented by a city park. A free resource that knew no boundaries of access. It was a place where everyone was equal and opportunity abounded. Phil has carried this love into his life as an adult and then into his mission to serve his community in the same way that he benefitted.
In Phil’s years of service, he has led City Parks Departments through change, growth, financial challenges, and improvement phases that earned him accolades from the public and the city administrations he led under. His ability to “Do more with Less” has maximized the quality of the systems he has been responsible for. Financial challenges are always a part of any organization, especially public organizations. But learning how to maximize results with what you CAN do has been a key factor in Phil’s success.
Phil is equally accomplished and experienced in facilities, educational institutions, sports complexes, event venues, golf courses, and much more. His experience serving public and private entities is deep and wide. He is deeply familiar with all aspects of operational management, master planning, fiscal planning, capital improvement, and all processes relating to facilities, parks, educational institutions, and event venues.
Phil is recognized throughout the industry as a Servant Leader, a man of deep and unwavering integrity, and a man dedicated to service. He speaks the language of those who need your services. That language, as he will tell you, is rooted in service to the community. Phil’s leadership always begins with a vision. Waking people up to “why we do what we do” is always the first step. Measuring every decision against the expectations and goals of service to the community while balancing the realistic ability to deliver those results within the organization is how he keeps his organizations focused and efficient.
Phil has earned the credentials you need along the way. With a BS in Public Administration, certifications as a Master Certified Professional Turfgrass Manager (MCPTM), a Certified Parks and Recreation Professional (CPRP), a Facility Management Professional (FMP), and well versed in Crime Prevention Through Environmental Design (CPTED). Phil has been leading community-minded organizations at top levels and boasts a long list of accomplishments, credentials, and skills.
Most recently, Phil coordinated the efforts to complete an all-access community build playground through the COVID Pandemic. Phil coordinated many entities through newly developed processes to keep city forces, contractors, and others involved safe. Challenges to the project continuously risked the completion of the project but Phil’s ability to lead, listen, coalesce, build teams, adjust to conditions on the ground, and drive his vision for the project allowed the project to be completed through very difficult times for the community. As a result, the community now has a beautiful “all abilities” playground that the public can be proud of despite the challenges presented by COVID.
In 1994, Phil’s field was host to the World Cup at the Cotton Bowl. It was recognized as the number one field in the United States and the number two field in the world. Phil has been tasked as a consultant to the Dallas Cowboys, Southern Methodist University, Dunaway Architects, and many more.
Phil is a past member of the Board of Directors of the Texas Turfgrass Association. He literally “wrote the book” on certifying industry leaders as “Certified Turfgrass Professionals”. He worked directly with Texas A&M, Texas Tech, Tarleton State, and Texas Agrilife to rewrite the certification process.
Phil is similarly active as a member of the National Recreation and Park Association (NRPA), the Texas Recreation and Park Society (TRAPS), the Southwest Park and Recreation Training Institute (SWPRTI) where he pursues speaking and teaching engagements to share his experiences with the community of professionals. Phil is a Licensed Irrigator, a Licensed Applicator, and a Licensed Pest Control Operator.
Phil has been invited repeatedly as a guest speaker and lecturer at conferences and events around the country including, but not limited to, the Texas Turfgrass Association where he speaks and teaches concepts related to Sports Field Management, the Texas Recreation and Park Society where he teaches Event Logistics, and the Dallas Irrigation Association, Southwest Park and Recreation Training Institute, and many more.
At the City of DeSoto, Phil successfully returned Meadow Creek Park to service after a devastating F4 Tornado destroyed the park and littered it with dangerous and deeply embedded debris. The park was considered a loss. But keeping his mantra in mind, he took it as his duty to ensure that a safe, reliable, and restored park was returned to public service. Phil was able to work with the federal government (FEMA) to show them new and repeatable processes for returning disaster area parks to service where none existed, thereby saving his community’s park and saving the City of DeSoto over $1M in remediation costs. His efforts also assisted in ensuring that future parks across the nation that suffered similar devastation would receive the same type of support they needed from the federal government to recover from such disasters.
Phil has been instrumental in uncountable projects that served the communities he worked in. He has put his "passion to serve" to work as a driving force in assisting municipal leadership, guiding them through the complex and sometimes difficult to navigate organizational systems that not only involve those attempting to complete the project but City Council leadership, City Management, Park Boards, Private Sector Leadership and most importantly, the public. Engaging the public is key to projects that serve the public interest.
Phil’s experience in the leadership, management, and improvement of organizations such as Parks and Recreation, Sports complexes and Venues, and other such facilities is unmatched. He has the experience, the drive, the passion, and the integrity you need to get it started, see it through and get it done.
